Strategic Review

Maximising the Potential of Small- and Medium-scale Mining

Background Summary

Small-and medium-scale mining plays a crucial role in Chile’s economy, with exports exceeding those of more emblematic sectors, such as winemaking, forestry and pulp. The sector also makes a significant contribution to over half of Chile’s 16 regional economies.

The potential to expand this sector even further is clear. In 2015, the 21 small- and medium-scale copper mining companies in Chile represented just 4 per of the total value of all copper produced. In contrast, the contribution of the small- and medium-scale segment to overall copper production in other mining markets is far higher: 58 per cent in Australia, 27 per cent in Canada, and 16 per cent in Peru. These statistics demonstrate the potential that could be tapped in Chile.

Many experts from the industry and figures within the Chilean Government have highlighted the importance of small- and medium-scale mining and called for the modernisation of the sector. However, there are a number of challenges and growth drivers in small and medium-scale mining that must be addressed. These include, but are not limited to:

  • Modernising ENAMI
  • Boosting innovation
  • Exploring the relevance and potential of rare earth metals and non-metals
  • Formulating a strategic view for refining
  • Regulation that works for Small and Medium-scale Miners
  • Stakeholder engagement
  • Local finance and capital markets
  • Addressing macroeconomic concerns

International Investor has identified the following stakeholder groups as key to the success of the small and medium-scale mining sector in Chile:

  • Government ministries and agencies
  • Industry associations and bodies
  • Small- and medium-scale mining companies
  • Suppliers and technology providers

Session Objectives

This Strategic Review session aims to complement the work already initiated by the Chilean Government by bringing together the key public and private stakeholders from the small and medium-scale sector to foster the development of cross-sectoral action points and common ground to achieve strategic and sustainable growth moving forward.
